Senior Program Manager, IT Project Portfolio and Planning

    Reporting to the Chief, Information Officer (CIO), the Senior Program Manager, IT Project Portfolio and Planning is responsible for overseeing the IT project portfolio, providing process leadership, business insights, problem resolution, and assisting with the allocation and prioritization of resources to achieve organizational goals. This position works closely with the business stakeholders, IT functional managers, and IT project leads to help achieve quality, consistency, visibility, and oversight of the IT project portfolio.

    The IT Portfolio and Planning role manages the project lifecycle framework and performance reporting, as well as developing and maintaining best practices for project management methodologies, standards, and tools. The incumbent ensures that the delivery of the overall portfolio as well as providing Project Management oversight for one to two critical projects.

    Essential Duties and Responsibilities:

    • Accountable to IT leadership and applicable governance committees for IT Project Portfolio completions, quality delivery, timeline adherence and resource management
    • Manages the project lifecycle process, including demand management, screening, selection, prioritization, balancing, and termination, to ensure alignment with strategic programs and enterprise objectives
    • Monitors, measures and reports on project portfolio status to IT leadership and senior business leadership, establishes a close working relationship with business leadership and their teams.
    • Leads and advocates the growth of IT project management practices:
      • Ensures adherence to industry standard project management methodologies and approaches, including Software Development Life Cycle.
      • Creates and oversees the project portfolio delivery schedule; adjusts scope, resources, and timing as necessary, based on the needs of/in consultation with the business
      • Identifies and establishes partnerships with stakeholders to build support, secure sponsorship, and ensure alignment for project outcomes, end-products and/or solutions
      • Leads each project and release through project life cycle processes. Ensures that the project has completed the relevant gate requirements and that deliverables have been properly reviewed/approved by stakeholders (e.g., architecture, security, and privacy)
      • Collaborates with cross-functional teams and leads, and teams are equipped to achieve required business results by supporting teams and providing guidance.
      • Ensures that objectives, deliverables, risks, dependencies and constraints are clearly defined and documented
      • Advances project and program management practices through standardization and adoption of formal PM methodologies, tools and process
    • Tracks and examines the project portfolio for resource contention or other tension points and facilitates resolution with stakeholders and leadership
    • Working with the IT Directors and Managers, leads resource planning, allocation and time tracking to ensure that program and project commitments can be met.
    • Identifies high-risk programs and escalates resolution to the CIO.
    • Assists the CIO and the Director, IT Infrastructure & Operations with the annual IT Strategic and Operational planning processes, leveraging business insights, systems knowledge and collaborating with IT Managers to identify key objectives and deliverable for the next fiscal year. Assists with budget development. Partners with IT architects and technologists to develop a technology roadmap. 

    Requirements:

    • University degree in related area.
    • 7 to 10 years of managing complex projects – including custom software and complex application integration
    • Familiar with Software Development Life Cycle "SDLC" methodology
    • PMP certification is an asset
    • Minimum of 10 years of related business experience
    • Minimum of 5 - 7 years of solid and demonstrable experience in project management with progressive growth in projects' size, complexity and scope. Recent experience leading large, high risk/complexity projects and/or large Project Management Office strongly preferred.
    • Minimum 5-7 years of experience in resource management
    • Experience leading the implementation of large projects with budgets exceeding $1M
    • An expert at planning and prioritization processes to align team and resources towards the most important business objectives
    • Expertise in process methodologies (i.e. Waterfall, Agile)
    • Foster collaboration and effective working relationships with stakeholders and team members
    • Ability to mentor and coach staff
    • Strong ability to persuade, convince and influence others to move towards a specific goal
