Director, Talent Management and Organizational Development

    Reporting to the Vice-President, Human Resources & Quality Systems, the Director, Talent Management and Organizational Development will direct the development of strategies and supervise activities in the area of talent development; learning and development, performance management, succession planning, employee engagement, transformation and change management, recruiting and staffing activities. Act as lead in HR process improvements to support the attainment of organizational objectives. Maintain a working knowledge of best practices, cutting edge approaches, and processes across the spectrum of talent management solutions in anticipation of the organization's needs. Manage the operational, budgetary and financial responsibilities and activities of the Talent Management and Organizational Development group.

    The incumbent is responsible for leading a team of approximately 4 people.

    Essential Duties and Responsibilities:

    • Develop a talent management strategy including a roadmap to equip leaders with the tools, skills, and processes required to effectively manage people and meet business objectives.
    • Provide business leaders and HR Business Partners with effective data-driven workforce planning tools and processes to address current and future talent needs, identify the necessary strategies and tactics, including succession planning initiatives, to enable the organization to meet the short and long term operational and financial objectives. 
    • Lead a skilled and professional recruiting team to provide quality and cost effective recruiting focused on attracting high caliber candidates while building and promoting the RCM employer brand externally and internally.
    • Develop and implement the strategic direction for Learning and Development aligned with the business objectives of the organization, implement a Training Advisory Committee to ensure the deployment of cost effective training solutions to augment individual and organizational performance and foster a continual learning culture.
    • Design and deliver cost effective performance management tools and processes which support an environment of open communication and feedback between employees and immediate supervisors to ensure the development of employees and promote a collaborative high-performance culture. Ensure tools and processes support Non-Union and Union employees groups.
    • Liaise with senior business leaders and HR leadership to identify and facilitate transformational change management opportunities at the Corporate and divisional level to foster a positive acceptance of change and adoption of desired behaviours and practices.  Identify optimal intervention designs and implement change strategies and tactics, including communications planning, training, and coaching where appropriate, to ensure successful implementation of change.
    • In partnership with senior management, HR colleagues and external consultants, lead Employee Engagement survey activities.  Provide results analysis and identify improvement opportunities; and facilitate change management initiatives at the organizational, divisional and departmental level.


    • University degree in Human Resources Management or related area.
    • Minimum of 10 years of Talent Management, Organizational Development, Learning and Development or related Human Resource experience
    • Minimum of 7-10 years of progressive management experience
    • Professional Human Resources Certification preferred.
    • Bilingual (English and French) mandatory
    • Knowledge in Leadership and Organizational Development best practices and assessment tools
    • Strong knowledge in transformation and change management best practices and assessment tools
    • Strong knowledge in Learning and Development processes and tools 
    • Excellent facilitation and coaching skills  
    • Excellent project management, analytical and problem solving skills
