Royal Canadian Mint is hiring a Director, Program Management Office (PMO) who can thrive in a dynamic and inclusive environment.

Reporting to the Chief Transformation Officer, the Director of PMO leads a team of program managers to ensure that all aspects of assigned project work accountabilities are delivered to scope, schedule, and budget.  The PMO Director is responsible for the overall Program Management and Organizational Change Management functions, providing leadership, coordination and management of PMO processes and functions. The incumbent collaborates with the peers in the IT and Operations PMO, Program teams managing the projects, by providing project management support functions and administrative support to Program Leads as well as owning the RCM’s decision making and benefits realization frameworks.

Essential Duties and Responsibilities

  • Acts as a “Center of Excellence”, designed to help achieve better quality, consistency and oversight of strategic projects across the organization – doing so by developing and maintaining project management methodologies, standards and tools.  Also ensures the delivery of the overall programs and their activities in accordance with the mission and the goals of the organization.
  • Facilitates strategic programs prioritization and obtains stakeholder buy in and sponsorship.
  • In collaboration with senior Leadership and other key partners, creates, develops, implements and evolves processes to increase PMO functional maturity in the following areas:
  • Governance & Decision Making, Project Gating, Capacity Planning, Benefits Realization, Project Management, Financial Management, Risk Management, Corporate Prioritisation, Dependencies, Integrated Planning & Scheduling, Project Delivery Standards, Quality & Assurance, Reporting & Communications, Organizational Change Management
  • Ensures project adherence to project management policies and standards set by the RCM, by:
    • Collaborating with cross-functional team and Program Team Leads and ensuring the team is equipped to achieve required business results by supporting program teams and providing advice on project scoping, ensuring that objectives, deliverables, dependencies and constraints are clearly defined and documented;
    • Ensuring project key deliverables / components / activities are reviewed, discussed and approved, when necessary, by the appropriate parties/individuals;
    • Collaborating with Program Leads and Teams by providing direction, input and feedback on risks that may impact delivery of program objectives
  • Communicates with Program Leads and other stakeholders to gain support for the PMO and to solicit input to improve the PMO.
  • Takes the organization view to examine the portfolio of programs and identify tension points for stakeholders and program leadership to resolve (e.g., program team resourcing; key partners).
  • Identifies high-risk programs and escalating resolution to the Chief Transformation Officer.
  • Allocates PMO change management resources to highest need programs and ensures change management support is effective and maximizes program impact.

Requirements

  • University degree in related area
  • PMP certification or equivalent education
  • Minimum of 10 years of related business experience
  • Minimum of 10 years of progressive management experience
  • Possess related experience as a project manager in an organization
  • Displays comprehensive knowledge of project management principles and methodologies as well as change management practices and trends
  • Fosters collaboration and effective working relationships with stakeholders and team members
  • Is an effective facilitator
