The Royal Canadian Mint is hiring a Senior Program Manager, Training, Standards & Compliance – Security who can thrive in a dynamic and inclusive environment.

Reporting to the Chief Security Officer (CSO), the Senior Program Manager is responsible for to maintain a sustainable, fit-for-purpose training program for the Protective Services Officers (PSOs) in Ottawa and Winnipeg.

Your Responsibilities:

  • Ensure full compliance and maintain knowledge of evolving legal frameworks and regulations which govern use of force and training of the Mint PSOs.
  • Lead implementation of a risk-based approach to training which will enable the business of the Mint while enhancing the safety and security of staff, systems and facilities.
  • Ensure integration of Diversity, Equity & Inclusion (DEI) principles and values into all curriculum developed and delivered to the PSOs.
  • Maintain up-to-date knowledge of evolving threats in the private security environment to ensure continuous improvement and proficiency of protective security officers is enhanced and maintained.
  • Active leadership, management and administration of the PSO training program in Winnipeg and Ottawa.
  • Reviewing and assisting in the development and implementation of policies, procedures and protocols, and maintaining and developing operational relationships with local police and other security agencies and authorities, and vendors
  • Managing the training budget, including the development of business cases as may be required to ensure sufficient budget for training in maintained.
  • Performance management of Instructors, coaching and developing team members, and motivating the security team to improve operational standards.


  • University degree in a related field.
  • 10 years experience in designing, developing and delivering security training programmes, conducting training needs analysis and measuring results.
  • 7 years progressive management experience, preferably in a unionized environment.
  • Solid experience developing and executing risk management strategies.
  • Solid experience and understanding of incident management principles.
  • Demonstrable experience in integrating DEI into a training curriculum.
  • Experienced in providing training in tactical skills to an advanced level in the use of firearms and physical restraint equipment and techniques.
  • Advanced knowledge of Scenario-based learning (SBL) to enable PSOs to implement and apply a risk-based approach to their roles, responsibilities and job functions.
  • Advanced knowledge of security and enforcement related legislation and relevant legal jurisprudence.
  • Well-developed leadership skills, calm demeaner, who exercises sound judgement, is fair, consistent and impartial when managing security staff.
  • Solid analytic and problem-solving skills to research and assess security operations including the ability to identify problems, generate alternatives, determine appropriate actions.
  • Ability to meet timelines while working on multiple tasks often under pressure and with shifting priorities.
  • Bilingualism required.
