The Mint is hiring a Senior Manager, Compliance who can thrive in a dynamic and inclusive environment.
Reporting to the Director, Regulatory Affairs (Compliance), the Senior Manager, Compliance is responsible for the strategic design, development, implementation and oversight of the Mint’s Anti-Money Laundering/Anti-Terrorist Financing (AML/ATF), and Responsible Metals compliance programs (the “Compliance Programs”). The Compliance Programs are designed to ensure the Mint’s compliance with all related laws and regulations as well as to ensure the Mint has appropriate measures in place to protect its brand and products from criminal exploitation. The incumbent is responsible for leading a team of 2 analysts.
Essential Duties and Responsibilities
- Manage the AML-ATF Analyst and RMP Analyst to ensure that the Mint’s AML and RMP due diligence activities on its customer are inline with Mint policy and regulatory requirements. This includes performance and attendance management, and recruitment.
- Develop, initiate, maintain, and revise policies and procedures for the general operation of the Compliance Programs and their related activities to prevent illegal, unethical, or improper conduct, and to support responsible sourcing practices for the refining of precious metals in accordance with applicable LBMA requirements with the Mint’s business operations. This also includes a framework governing the Mint’s policies, procedures, guidelines, tools, systems, communications strategies and resources to detect and deter money laundering, and terrorist financing.
- Prepare and file prescribed transaction reports with FINTRAC and responding to lawful requests from law enforcement and regulatory authorities, where appropriate.
- Ensure timely completion and risk assessment reviews of all due diligence requirements for the Mint’s customers covered by the Mint’s Compliance Programs.
- Work closely and collaboratively with internal stakeholders and provide them with guidance and advice on risk and compliance related issues arising from new and proposed business activities.
- Advise the CAMLO and management on the proper interpretation and application of relevant legislation, procedures and policies.
- Lead the annual Responsible Metals Audit in support of the Mint’s LBMA accreditation.
- Manage and deliver the RCM’s compliance training programs to ensure programs are fully documented and kept up-to-date, and that relevant testing is undertaken. Also ensure that required measures are applied in a consistent manner across the corporation.
- Keep up-to-date on legislative and regulatory landscape, as well as on policies, programs and procedures, and remains aware of current industry trends.
- Lead, facilitate, and advise departments in designing risk management processes for the Compliance Programs and formulating recommendations to reduce risk exposure.
- Provide functional direction and guidance to employees on the Mint’s Anti-Money Laundering/Anti-Terrorist Financing (AML/ATF) and on the Mint’s Responsible Metals Program.
Requirements
Languages Requirements:
- An advanced level of bilingual proficiency in both official languages (English / French) is required at the time of hire. If a bilingual candidate is not identified, other candidate language profiles may be considered in accordance with the Mint’s Staffing Policy.
Education & Designation:
- University Degree in Business, Law or Criminology, or related field
- CAMS designation
Experience:
- Minimum of 10 years of related business experience and at least 5 years of experience in a regulatory compliance role, or interpreting legislative and regulatory requirements, or related position with a combination of experience
- Minimum of 7 years of progressive management experience.
